Todd Cleveland was the founder of Phantom Lures back in the mid 1990s. Todd sadly passed away in June of 2018. But we were recently able to get our hands on a number of older Phantoms that Todd had painted. Colors are listed by number rather than a specific color name and each color listed is one of one.
